Energy Performance Certificates (EPCs) have been a requirement in Scotland since 1 December 2008. With the introduction of the Single Survey, all domestic properties marketed or sold after this date must have an EPC from the start of marketing activities.

For residential properties not included in a Home Report, an EPC is required at the first sale or letting of the property from 4 January 2009 onwards.

The Scottish Government implemented EPCs to adhere to the Energy Performance of Buildings (Scotland) Regulations 2008.

What is an EPC Report?

An EPC report details the energy efficiency of a building based on standardised usage. It includes CO2 ratings, displayed in bands from A (very efficient) to G (very inefficient). The building’s performance is compared against current Building Standards, and the report recommends cost-effective improvements.

These improvements can reduce carbon emissions, save energy, and make the building more appealing to potential buyers or tenants. Enhancements can include upgrading heating systems, improving insulation, or optimising air conditioning systems.

Who is Responsible for Providing an EPC?

Homeowners are responsible for ensuring that an Energy Performance Certificate (EPC) is obtained and made available when required. This responsibility lies with the property owner, whether they are selling or letting the property. The EPC must be in place from the commencement of marketing activities or before the property is let or sold. This requirement ensures that potential buyers or tenants have access to vital information about the property’s energy efficiency, allowing them to make informed decisions.

Failure to provide an EPC when required can result in significant penalties. Homeowners who neglect to obtain an EPC may be liable for a fine of £200 per complaint. This fine is enforced to ensure compliance with the regulations and to promote energy efficiency in buildings. Therefore, it is crucial for homeowners to arrange for an EPC well in advance of selling or letting their property to avoid any legal repercussions and to contribute to broader environmental goals.
